As the Queen's personal assistant and 'gatekeeper', Angela Kelly has forged a uniquely close connection with the monarch over the past 14 years. In this exclusive interview, she tells chief reporter Andrew Alderson about their relationship

Their backgrounds are worlds apart. Yet, in the privacy of the Queen's homes, the two women discuss "anything and everything". Their conversations range from their beloved grandchildren to flowing ballgowns, and from designer jewellery to new ranges of make-up.

Over the past 14 years, the Queen, Europe's longest-serving living monarch, and Angela Kelly, born in a terraced Liverpool council house, have forged a uniquely close mistress-servant relationship.

In recent days, Miss Kelly, who has never lost her Scouse accent, has been promoted: she now holds the lofty title of Personal Assistant, Adviser and Curator to Her Majesty the Queen (Jewellery, Insignias and Wardrobe).

To Buckingham Palace insiders, Miss Kelly is the Queen's "gatekeeper". Her formidable power base is likened to that of Michael Fawcett, the Prince of Wales's "indispensable" former servant turned party organiser. The Prince once famously said he could "manage without just about anyone, except for Michael".

Similarly, the Queen increasingly relies on Miss Kelly to run her day-to-day life. She told Miss Kelly recently: "You and I do work well together. I think we are a good team." When the two of them are alone, other staff often hear the sound of their joint laughter echoing down the corridor.

Last week - after seeking permission from the Queen and Sir Alan Reid, Keeper of the Privy Purse, whom she looks upon as a mentor - Miss Kelly spoke for the first time about her role and her unwavering affection for her boss.

"I love the Queen and everything about her," she says. "I adore her - but then, so does everyone else. She is not 'my' Queen, she is everyone's and so I have to share her. Once she has chosen something to wear, I just want her to look good in it. I love seeing the faces of the public when they meet the Queen, and when she gives them that special smile. It makes me feel so proud of her.

"I do worry about her and care about her. But we also have a lot of fun together. The Queen has a wicked sense of humour and is a great mimic. She can do all accents - including mine."

Miss Kelly, who sees the Queen virtually every day, is one of the few people - other than her family - who can lay hands on the monarch. "I just want everything to be right for the Queen - to make life easier for her because she is so busy. My job is to ensure that when the Queen meets people she looks right.

"I would never overstep the mark and I remain in awe of the Queen. But she has allowed me to become closer to her over the years. We [the royal dressers] are not treated like flunkies. It's not like that. The Queen treats us with real respect.

"I don't know why the Queen seems fond of me - because I don't give her an easy time! I do think she values my opinion, but she is the one who is in control. She always makes the final decision.

"We are two typical women. We discuss clothes, make-up, jewellery. We say, 'Would this piece of jewellery look nice with that outfit?', and things like that."

Some Buckingham Palace insiders believe that the Queen and Miss Kelly have forged a closer relationship since 2002, when the Queen lost her mother and her sister, Princess Margaret, during her Golden Jubilee year. Miss Kelly dismisses the theory: "I am not there to replace her mother and her sister. If she wants to talk about matters of the heart, she speaks to her family. It's just a working relationship - but a close one."

Miss Kelly, a Roman Catholic, is in charge of a four-strong team of dressers. "Years ago, the Queen kindly invited me to listen to her conversations with her designers, Sir Hardy Amies [the Queen's official dressmaker for 48 years] and others, and give my opinion. Well, asking a Scouser to give an opinion is dangerous, so I told her straight. The Queen loves clothes and is a real expert on fabrics. It has not been a question of me teaching the Queen - it has been the other way around."

Miss Kelly calls the Queen "Your Majesty", the monarch calls her "Angela". For the past five years, Miss Kelly has not only helped the Queen to choose her designer clothes, she has also designed clothes under the Kelly & Pordum label. "I design the clothes and Alison Pordum and our team make them. It all started because we designed one or two things for the Queen which she liked, and one thing led to another."

Miss Kelly, 55, a divorcée, has two grown-up sons and a grown-up daughter, and four grandchildren aged between 18 months and six years. She was born in Walton, Merseyside, the daughter of a crane driver and a nurse, in a property long since demolished to make way for new developments.

She admits that her close relationship with the Queen has caused occasional jealousies among other members of staff, particularly those who have been in royal service longer than her. "I don't have any more room for knives in my back," she jokes. She also asks for it to be made clear in The Sunday Telegraph that she has not been paid for the interview. "Some people have made up all sorts of stories about me, which is sad, but most people are very supportive. We work as a team and everyone, especially in the Master of the Household's Department, is very professional," she says.

Miss Kelly started working for the Queen by chance. In October 1992, she was housekeeper to Sir Christopher Mallaby, who was British Ambassador to Germany. When the Queen and the Duke of Edinburgh visited his house in Berlin during an official visit, they got chatting to Miss Kelly, who told the Queen of her plans to return to Britain. Months later, Miss Kelly received a call offering her a job as one of the Queen's dressers. She started in 1993.

"I suppose the Queen must have liked me and decided I was trustworthy and discreet," she says. Three years later, she was promoted to senior dresser and six years ago she become the Queen's first personal assistant. Sir Christopher recalled, this weekend: "Angela was in charge of the house when the royal party swept in and she got to know them. Angela is incredibly conscientious and loyal. She is also great fun to be with, and is affectionate, charming and endearing."

Today Miss Kelly lives alone in a grace-and-favour house in Windsor - a gift from the Queen - and drives her own Land Rover Freelander. She accompanies the Queen on foreign visits - she has just returned from Uganda - and travels with her to Buckingham Palace, Windsor Castle, Sandringham and Balmoral.

Last year, when the Queen turned 80, she made Miss Kelly a member of the Royal Victorian Order. The Queen also entrusted Miss Kelly with the task of organising the Dress for the Occasion exhibition, which saw 80 of the Queen's favourite evening dresses displayed at Buckingham Palace.

Miss Kelly's relationship with the Queen echoes that of a servant in Alan Bennett's new book, The Uncommon Reader. In the witty novella, the Queen becomes so close to Norman Seakins, a kitchen boy - through their shared love of reading - that her senior advisers and Downing Street become concerned by his influence over the monarch. So does Miss Kelly, like the fictitious Norman Seakins, annoy the Palace hierarchy? "No!" she laughs. "I know my place. I would never discuss affairs of state with the Queen. That's for Prince Philip, her private secretary [Christopher Geidt] and her senior advisers. I come from a humble background and I like to think I have stayed humble."

Yet, according to those who see the two women together, the Queen is more at ease when Miss Kelly is around. One of the Queen's favourite designers is Stewart Parvin, who specialises in wedding dresses and ballgowns. "The Queen is utterly charming all of the time, but when Angela is there for a fitting the Queen is noticeably more relaxed," he says. "Angela always has the Queen's best interests at heart, she is fighting the Queen's corner."

Miss Kelly hopes to work for the Queen for many years to come. "My loyalty is to the Queen and the girls I work with. If I died tomorrow, my girls have been trained to make sure that the Queen's life carries on smoothly without me. But I hope the Queen and I grow old together."
